What is a Barrier-Free Living Environment Certification system?

It is evaluated and certified by publicly recognized organizations to ensure that buildings are planned, designed, constructed, and managed so that temporary disabilities as well as children, the elderly, the disabled, and pregnant women do not feel uncomfortable in accessing, using, or moving individual facilities or areas

Certification Type

  • Preliminary Certification:
    Before applying for main certification for contents reflected in the design of individual facilities or regions

     

  • Main Certification:
    After completing the construction of individual facilities

Certification Target

Buildings among Individual Facilities
(Public Buildings, Public Facilities, Apartment Houses)

Buildings falling under Article 10-2, Paragraph 3 of the 「Act on the Guarantee of Convenience Promotion for Persons with Disabilities, Elderly and Pregnant Women」 must be certified.

※ Article 10-2, Paragraph 3 refers to [Annexure 2-2], which is a facility prescribed by Presidential Decree among public buildings and public use facilities such as government buildings and cultural facilities newly built by the state or local government.

Review Standards and Fee Standards for Barrier-Free Living Environment Certification

Article 4 (Certification Fee)

  • The certification fee pursuant to Article 12-3 Paragraph 1 of the Rules is as shown in Table 8.
  • The certification extension fee pursuant to Article 12-3 Paragraph 1 of the Rules shall be 50/100 of the certification fee pursuant to paragraph 1. However, this may not be the case when re-evaluation(extension, reconstruction, etc.) of the facilities subject to certification is required.
  • The facilities installed or intended to be installed for the purpose of social welfare business pursuant to Article 2 of the Social Welfare Business Act may be 50/100 of the certification fee under paragraph 1. However, this is not the case when applying for extension of certification.
  • In the case of airfare and shipping costs to the island area(round trip actual cost), the owner, etc. must pay additionally.

Preliminary Certification / Main Certification Procedure

When to apply for preliminary certification: After the business plan or building design stage (buildings that have received preliminary certification must receive main certification)
When to apply for the main certification: After completing the construction of individual facilities
